What is the Difference Between Harissa Dry Blend and Harissa Paste?

I keep seeing both harissa spice blend and harissa wet paste. Are they the same thing used differently? Can I substitute one for the other? I tried the dry blend as a rub on lamb and it was incredible but I want to understand when to use each form.
